Dar al-Fatwa Official Urges Immediate General Amnesty and Major Sentencing Reforms

The President of the Prisoners and Families Care Commission at Dar al-Fatwa, Lawyer Hassan Kichli, issued a call via Tele Liban for the swift enactment of a comprehensive general amnesty law “today rather than tomorrow.” He emphasized that this is essential to ensure a humanitarian and fair resolution to the crisis involving prisons and detainees.

Kichli also proposed several specific legal reforms to promote justice and equity, including:

  • Capping the Death Penalty: Setting a maximum limit of 20 years.

  • Capping Life Imprisonment: Setting a maximum limit of 15 years.

  • Reducing the “Prison Year”: Shortening the legal definition of a prison year to 6 months.

  • Mandatory Consolidation: Making the merging of sentences (concurrency) mandatory.
